Beginning
in January, 2004, CLICC began issuing late fines for laptops kept out
past their due time and/or kept after closing time.
Why Fines?
From 1999 to 2003, CLICC checked out laptops without an effective
enforcement mechanism to ensure that students returned their laptops so
others could use them. Over time, we had more and more of a problem
getting students to bring their laptops back, especially at closing
time. CLICC staff would have to spend hours sometimes trying to chase
down students who hadn't returned laptops, involving the CSOs and
sometimes the police. The fines are meant to provide an incentive to
return laptops on time. Also consider that UCLA has an undergraduate
population of around 35,000. There are around 200 laptops available to
check out. Especially during midterms and finals weeks, the laptops are
in high demand and we owe it to all students to get a fair chance to
use a laptop.
Basic
rules are:
- Laptops may be checked out for 4 hours and renewed for another
4 hours if no one is waiting.
- If you return a laptop between 1 and 30 minutes late, you'll be
fined $10. You'll be fined an additional $5 for each subsequent 30
minutes.
- If you return a laptop after the lending desk has closed, you'll
be fined $50 per hour.
- There is a 20 minute grace period for all late returns.
- We submit bills for late laptop fines to your URSA account during
the last week of every month.
Common Complaint: "I didn't know"
or "no one told me"
If you found yourself with a fine (indicated on your URSA account as
CLICC Laptop Fine), we're happy to give you the particulars -- which
laptop, day and time, how late it was, etc. Send an email with your

the email address you provide. Before we implemented the fines, we did
a number of things to ensure that anyone checking out a laptop would
have several opportunities to know our policies.
1. Consultant Information
The consultant on duty will typically point out to the student when the
laptop is due -- this information is on the kiosk when the laptop is checked out.
Since consultants are people and not robots, there may be a time when
the consultants forget to say the words out loud, or mumble, or the
student doesn't hear or whatever. To ensure that students have ample
opportunity to know when their laptop is due *even if* there's a human
communication failure, we do the following things:
2. Posted Signs
There are signs posted at each lending desk. Click here for

3. Background Image
The background image on each laptop has three notes to remind students
that they have a four hour time limit, that there will be fines for
late laptops, and that the laptop must be returned before closing time.
There are three mentions of the web site (my.clicc.ucla.edu) where each
student can see their personalized information including: exactly when
the laptop is due, a feature to renew the laptop online, and a link to
more detailed information about hours and laptop lending policies. On
the desktop of each laptop is also a shortcut to the my.clicc.ucla.edu
web site for students' convenience. Click here

4. CLICC Web Site
The main CLICC web site (
http://www.clicc.ucla.edu)
has an announcement about laptop fines, and general information about
lab, classroom and laptop policies. This is the default web site that
appears each time a browser is launched.
